We are seeking a proactive and detail-oriented Procurement & Production Manager to join our fast-growing team in the regulated cannabis and hemp CPG space. This role combines procurement, vendor management, and production oversight to ensure compliant, cost-effective, and timely delivery of high-quality products. The business follows an asset-light, non-plant-touching IP licensing model, partnering with licensed contract manufacturers for production and established partners for distribution.
Role Overview
This role focuses on managing relationships with licensed contract manufacturers, suppliers, and state operators while maintaining compliance with a non-plant-touching operating model. The position emphasizes cost efficiency, quality consistency, scalability, and operational excellence. Core product categories include infused and non-infused pre-rolls and packaged convenience flower products.
Key Responsibilities
Sourcing & Procurement
Identify, evaluate, and negotiate with suppliers of cannabis and hemp flower materials, pre-roll components (papers, filters, infusions), and related inputs
Ensure sourcing complies with federal hemp regulations and state-specific cannabis requirements
Execute procurement through licensed partners in alignment with the non-plant-touching model
Production Coordination
Oversee production activities through licensed contract manufacturers, including in-market cannabis production
Support implementation and optimization of automated rolling technologies to improve cost efficiency and consistency
Monitor quality control standards, formulations, and IP guidelines per master licensing agreements
Conduct audits and reviews to ensure brand consistency without direct plant handling
Supply Chain & Planning
Collaborate with operations and supply chain teams to forecast demand and align procurement timelines
Contribute to Sales & Operations Planning (S&OP) for pre-roll product lines
Support scalability across multiple markets
Compliance, Risk & Cost Management
Ensure all sourcing and production activities comply with federal and state regulations
Analyze the cost of goods sold (COGS) to optimize margins
Drive automation in operations planning and procurement workflows
Mitigate supply chain risks through diversified contract manufacturing and supplier strategies
Vendor & Partner Management
Build and maintain strong relationships with licensed manufacturers, distributors, affiliates, and state operators
Serve as a key operational liaison between internal teams and external partners
Innovation & Product Development
Support R&D initiatives related to pre-roll innovation, including automation and scalable production methods
Provide operational input to improve product performance and manufacturability
Reporting & Performance Analysis
Develop and track KPIs related to procurement efficiency, production velocity, quality, and cost performance
Prepare regular reporting and insights for executive leadership
Requirements
Bachelor’s degree in Supply Chain, Business, Engineering, or related field preferred, or equivalent practical experience.
5+ years’ experience in procurement, materials planning, or production management within regulated CPG, pharmaceutical, nutraceutical, or cannabis/hemp sectors.
Strong knowledge of procurement processes, contract negotiation, supplier qualification, and inventory management best practices.
Familiarity with regulatory requirements for cannabis and hemp (seed-to-sale traceability, COAs, licensing, and GMP/ISO standards) is highly desirable.
Proven experience with ERP/MRP systems and tools (e.g., NetSuite, SAP, Oracle, or similar) and demand planning software; experience with Asana or similar project tracking tools is beneficial.
Advanced Excel skills, including modelling, forecasting, and reporting.
Excellent negotiation, communication, and stakeholder-management skills.
Analytical mindset with strong problem-solving skills and attention to detail; ability to prioritise and operate under tight deadlines.
Experience leading small teams and driving operational change.
Requirements & Qualifications
Bachelor’s degree in Supply Chain Management, Business Administration, Agriculture, or a related field; advanced certification in cannabis or hemp compliance preferred
Minimum of 5 years of experience in procurement, sourcing, and production management within the cannabis and hemp industry
Specialized expertise in flower and pre-roll materials, including strain-specific formulations, infusion processes, and automated rolling technologies
Demonstrated experience managing and coordinating with licensed contract manufacturers and operators in highly regulated markets
Strong understanding of federal and state regulatory frameworks, including the U.S. Farm Bill and state-specific cannabis licensing requirements
Skills & Competencies
Cannabis & Hemp Materials Expertise: Deep knowledge of flower quality metrics, pre-roll assembly (infused and non-infused), cannabinoid blends, and compliance-related features such as child-resistant packaging
